Why this framework exists
The UTGA validation model translates broad professional competencies into measurable assessment criteria. It enables the Expert Council, mentors and authorised validators to assess guides in a transparent and consistent way.
The framework is designed for professionals who already work in the field and need structured recognition of their skills, practice and learning outcomes.

Measured criteria for validation at EQF Level 5
Each criterion is expressed through learning outcomes and validated through specific forms of evidence.

A four-step process from evidence to recognised status
Validation is carried out through a structured sequence that combines documentation, expert judgement and practical proof.
Transparent levels of evidence and performance
Each competence area is assessed against a 0–4 scale. The candidate must achieve a minimum overall threshold and avoid critical weaknesses in core areas.
Minimum requirement
Candidates must achieve at least 80% overall score across the matrix and demonstrate no critical underperformance in Heritage Interpretation, Group Management or Ethical & Inclusive Service.
Evidence threshold
Candidates are expected to submit at least 3 route cases, 3 verified feedback references and evidence of completion of at least 2 specialised training modules.
What every candidate must provide

- Three client, partner or operator references
- Evidence of digital tool use during guiding practice
- Proof of participation in specialised learning modules
- Updated guide profile in the UTGA registry

How digital profiling can support the decision
In the digital system, a guide profile may display automatic validation support if the guide has key competence markers such as Digital Skills, Heritage Interpretation and Ethics / Inclusion badges.
This does not replace expert judgement, but it supports consistency, transparency and public trust.
